ROLES OF THE KENYA INSTITUTE OF CURRICULUM DEVELOPMENT (KICD)

Kenya Institute of Curriculum Development (KICD), initially Kenya Institute of Education (KIE) is the national curriculum development centre established through the KICD  Act No. 4 of 2013 of the laws of Kenya. 
KICD was dedicated to pursue the following main roles;
  1. develop research informed curriculum and curriculum support materials for basic and tertiary education and training below the university;
  2. to initiate and conduct research to inform curriculum policies, review and development;
  3. evaluating vets and approves the curricular and curriculum support materials for basic and tertiary education, as well as offering curriculum based consultancy services in basic and tertiary education and training;

FUNCTIONS OF THE KENYA INSTITUTE OF CURRICULUM DEVELOPMENT (KICD)

  1. Advises the Government on matters pertaining to curriculum development
  2. Evaluate, vet and approve, for application in Kenya, any local and foreign curricula and curriculum support materials in relation to the levels of education and training” referred to in bullet (4)
  3. Implement the policies relating to curriculum development in basic and tertiary education and training;
  4. Develop, review and approve programs, curricula and curriculum support materials that meet international standards for—
    1.  early childhood care, development and education;
    2.  pre-primary education;
    3.  primary education;
    4.  secondary education;
    5.  adult, continuing and non-formal education;
    6.  teacher education and training;
    7.  special needs education; and
    8. technical and vocational education and training.
  5. Initiate and conduct research to inform curriculum policies, review and development.
  6. Collect document and catalogue information on curricula, curriculum support materials and innovations to create a data bank and disseminate the information to educational institutions, learners and other relevant organizations
  7. Print, publish and disseminate information relating to curricula for basic and tertiary education and training
  8. Collaborate with other individuals and institutions in organizing and conducting professional development programs for teachers, teacher trainers, quality assurance and standards officers and other officers involved in education and training on curriculum programs and materials
  9. Develop disseminate and transmit programs and curriculum support materials through mass media, electronic learning, distance learning and any other mode of delivering education and training programs and materials
  10. Promote equity and access to quality curricula and curriculum support materials
  11. Promote appropriate utilization of technology to enhance innovations and achievement of a knowledge based economy
  12. Offer consultancy services in basic and tertiary education and training
  13. Incorporate national values, talent development and leadership values in curriculum development
  14. Receive, consider, develop and review curriculum proposals

Roles and Functions of K.N.E.C

The KNEC mandate include;
  1. Set and maintain examinations standards
  2. Conduct public academic, technical and other national examinations within Kenya at basic and tertiary levels
  3. Award certificates or diplomas to candidates in such examinations
  4. Confirm authenticity of certificates or diplomas issued by the Council upon request by the government, public institutions, learning institutions, employers and other interested parties
  5. Issue replacement certificates or diplomas to candidates in such examinations upon acceptable proof of loss or damage of the original
  6. Undertake research on educational assessment
  7. Advice any public institution on the development and use of any system of assessment when requested to do so, and in accordance with such terms and conditions as shall be mutually agreed between the council and the public institution
  8. Promote the international recognition of qualifications conferred by the council
  9. Advice the government on any policy decision that is relevant to, or has implications on, the functions of the council or the administration of examinations in Kenya

​SECTION 37: Review of decision to refuse to register.

​A teacher whose application for registration has been denied may apply for review of the decision to the Commission.

​SECTION 38: REGISTRATION FEE

  • (1) A non-refundable fee prescribed under the Fifth Registration fee Schedule shall be paid by a teacher on application f'or registration.
  • (2) The Commission may review the fee payable from time to time.

​SECTION 39: Offences relating to registration

​Any Person who-
  • (a) procures or attempts to procure the entry of any name on the Register by willfully making or producing or causing to be made or produced, either orally or in writing, any declaration, certificate or representation which he knows to be false or fraudulent;
  • (b) falsely or fraudulently holds himself out to be a registered teacher;
  • (c) not being a registered teacher, or a person exempted under any written law, teaches or assists in teaching in any school;
  • (d) willfully aids, perpetuates or in any way assists another person to obtain registration by false pretense;
  • (e) causes, permits or employs to teach in any school a person not being a registered teacher or a person exempted by any written law;
  • (f) applies for employment as a teacher in any name other than the full name as entered in the Register; or
  • (g) commits any other act or omission relating to registration which constitutes an illegal act under the Act or any other written law;
commits an offence and is liable on conviction to a fine not exceeding one hundred thousand shillings or to imprisonment for a term not exceeding twelve months, or both.
